Download qBittorrent (free, open source). If the same torrent works there, the issue is uTorrent-specific – likely an outdated/buggy version.

Paste the tracker URL (from the trackers tab) into your browser. If you get no response or a DNS error, the tracker may be permanently down. One more thing – are you using an old uTorrent version?
