Here is the truth: Rockstar Games updated GTA IV to version 1.0.7.0 and later 1.0.8.0 (CE). Those patches removed GFWL (Games for Windows Live), which was good, but they also gta iv 1.0.4.0 download
Later patches (1.0.6.0 and beyond) introduced the dreaded "Rockstar Social Club" overlay dependency and locked down the game’s memory limits.
